Although buses are deemed to be safer than cars, fatal accidents occur. However, some states still do not require buses to have seat belts. In a bus accident, it is not always clear who is to blame. Often the driver may be at fault, but laws in some states can protect the drivers. Public transportation is often run by a "Common carrier", which tends to be run by the government.
